All Indonesia Arrival Card: Complete 2026 Guide

The All Indonesia Arrival Card is Indonesia’s single digital arrival declaration. It replaced the separate paper arrival card, the electronic customs declaration (e-CD) and the SATUSEHAT health pass with one online form that covers immigration, customs, health and quarantine. It became mandatory at Jakarta, Bali, Surabaya and Batam on September 1, 2025, and at every international airport and seaport from October 1, 2025. You file it free at allindonesia.imigrasi.go.id or in the official All Indonesia app, up to three days before you arrive, and show the QR code you get at the border.

Most problems come from timing and from mixing up the different requirements. The arrival card is not a visa, it does not cover the Bali tourist levy, and it does not replace the onward or return ticket that immigration and airlines expect visa-on-arrival travelers to hold. Travelers also get caught by lookalike websites that charge for a form the government gives away free.

Key Takeaways

  • The All Indonesia Arrival Card combines the immigration arrival card, customs declaration, health declaration and quarantine declaration in one form.
  • It has been mandatory for all international arrivals by air and sea since October 1, 2025, for foreigners and Indonesian citizens alike.
  • You can submit up to 3 days before arrival, or on arrival if needed. Filing before you fly is strongly recommended.
  • It is free. Use only allindonesia.imigrasi.go.id or the official All Indonesia app from the Directorate General of Immigration.
  • It is not a visa. You still need visa exemption, an e-VOA or VOA, or another visa, and Bali visitors still pay the separate IDR 150,000 Love Bali levy.
  • Visa-on-arrival rules require a ticket out of Indonesia, so have onward or return travel ready before check-in.

What Is the All Indonesia Arrival Card?

All Indonesia is a joint platform run by the Directorate General of Immigration with Customs and Excise, the Ministry of Health and the Indonesian Quarantine Agency. Instead of filling in several forms for different agencies, you enter your details once and receive a single QR code that officers scan at immigration and customs.

After a trial at Soekarno-Hatta in July 2025, the declaration became mandatory at Soekarno-Hatta (Jakarta), Juanda (Surabaya), I Gusti Ngurah Rai (Bali) and Batam’s international seaport on September 1, 2025. From October 1, 2025, it applied to all international airports and seaports in the country.

The app has kept receiving updates through 2026, including revised health questions.

Who Needs to Submit the Indonesia Arrival Card?

Everyone arriving from abroad. The immigration press release that announced the mandatory phase lists international passengers of all kinds, Indonesian citizens and foreign nationals, and specifically includes group travelers, the elderly, people with disabilities and children.

A new declaration is needed for every international entry, so if you leave for Singapore and come back a week later, you file again.

When Can You Submit?

The window opens 3 days before your arrival date in Indonesia. Filing on arrival is allowed, but it means using your phone in a busy hall. The better approach is to file in the 1 to 2 days before you fly, once your flight and first night of accommodation are fixed.

If you try more than 3 days ahead, the system will not accept the arrival date. If your flight moves to a different day after you file, submit a new declaration so the date on your QR code matches your actual arrival.

How to Submit the All Indonesia Arrival Card Step by Step

  1. Open allindonesia.imigrasi.go.id in your browser or download the official All Indonesia app. Switch the language to English if needed.
  2. Choose the arrival card service and select your status: foreign visitor or Indonesian citizen.
  3. Enter your personal details exactly as printed in your passport: full name, date of birth, nationality, passport number and expiry date.
  4. Add your trip details: arrival date, mode of transport (air or sea), flight or vessel number, port of arrival and purpose of visit.
  5. Enter your address in Indonesia, usually your first hotel or villa.
  6. Add travel companions if you are filing for family or a group on the same flight.
  7. Complete the health, quarantine and customs declarations honestly, including the number of bags you carry.
  8. Review everything, then submit. Your QR code appears on screen and a copy is sent to your email.
  9. Save a screenshot and keep the email. Some travelers also print a copy as a backup in case of a flat battery.

What Information Do You Need?

Section What it asks for Tip
Personal details Name, date of birth, nationality, passport number and expiry Copy the name exactly as in your passport. Mismatches cause delays.
Contact Email address Use an email you can open on your phone at the airport.
Travel details Arrival date, transport type, flight or vessel number, arrival airport or seaport, purpose of visit, visa type and length of stay For ferries, use the sailing details.
Accommodation Name and address of where you will stay Use a full street address, not a PO box. Your first night is enough.
Health Symptoms such as fever or cough, and recent travel history Answer for the actual traveler, especially when filing for children.
Quarantine Plants, seeds, fruit, animals or animal products Declare food items rather than guess. Some need certificates.
Customs Number of bags, goods above duty-free limits, alcohol, tobacco, large amounts of cash, electronics Choose “nothing to declare” only if that is true.

One practical note: phone IMEI registration was not part of All Indonesia at launch. If you bought a phone abroad and plan to use it on an Indonesian SIM for more than 90 days, check whether you still need the separate customs e-CD at ecd.beacukai.go.id and the IMEI counter at the airport.

The accommodation field is where many travelers pause. If you are moving around and have not booked yet, book at least your first night. If you are looking for somewhere to base yourself, our guide to where to stay in Bali is a good starting point.

Is the All Indonesia Arrival Card Free?

Yes. The Directorate General of Immigration stated plainly that filing the declaration through All Indonesia is free. No credit card is needed for the arrival card itself.

The only paid item linked to the platform is the e-VOA, which has a government visa fee.

All Indonesia vs e-VOA, Visa on Arrival and Visa Exemption

The arrival card is a declaration. It tells authorities who you are, where you will stay and what you are carrying. It does not give you permission to enter. You still need one of these:

  • Visa exemption: citizens of a small group of countries, mainly ASEAN members, can enter visa-free for up to 30 days.
  • e-VOA: the electronic visa on arrival, applied for online before you travel at evisa.imigrasi.go.id. It allows up to 30 days and can be extended once for another 30 days.
  • VOA: the same visa bought at the airport or port on arrival.
  • Other visas: tourist, business, digital nomad or residence visas, issued through the eVisa system.

The current e-VOA and VOA fee is IDR 500,000. In August 2026 immigration announced a plan for tiered fees, IDR 750,000 for the e-VOA and IDR 1,000,000 for a VOA bought on arrival, but no effective date had been confirmed at the time of writing. Check evisa.imigrasi.go.id before you pay.

The official VOA conditions include a passport valid for at least six months and a ticket showing you will leave Indonesia. That last point matters for the next section.

Onward Ticket and Proof of Funds for Indonesia

Indonesia’s visa-on-arrival rules require travelers to show a return ticket or a ticket onward to another country. Immigration officers may also ask for supporting documents such as a hotel booking or proof that you can support yourself during your stay.

In practice, airlines are the first checkpoint. Because a carrier has to fly you back at its own cost if you are refused entry, check-in staff on flights to Bali and Jakarta often ask for proof of onward travel before printing a boarding pass. One-way travelers are the ones most often stopped.

A ready QR code does not solve this. We cover the rules in detail in Do You Need Proof of Onward Travel for Indonesia? and in our Bali onward ticket guide.

If your plans are open, a verifiable flight reservation meets the requirement without buying a ticket you may never use. Fast Onward Tickets issues one for $12 per passenger, delivered by email within minutes, and can also provide proof of accommodation. You can read more about how this works in our guide to proof of onward travel.

Bali Arrival Card and the Love Bali Tourist Levy

For Bali, the arrival card is the same national All Indonesia form. There is no separate Bali arrival card. What Bali adds is the provincial tourist levy, run through the Love Bali system.

  • Amount: IDR 150,000 per person, per trip.
  • Who pays: foreign tourists entering Bali, including cruise passengers. Holders of KITAS, KITAP, student, family and certain other visas are exempt, as are diplomatic visa holders and transport crew.
  • How to pay: online at lovebali.baliprov.go.id before you travel (recommended), at payment counters at Ngurah Rai Airport and Bali’s ports, or at registered hotels and agents. Payment is cashless: card, bank transfer, virtual account or QRIS.
  • Proof: a levy voucher with a QR code is emailed to you. Keep it on your phone, as checks can happen at hotels and attractions, not only at the airport.

The levy is paid once per trip. If you leave Indonesia and come back to Bali, you pay again. Travel between Bali and other Indonesian islands during the same trip does not trigger a new payment.

For getting from the airport to your stay, see Welcome to Bali: Your First Transport Decision Matters.

Arriving in Jakarta, Bali, Batam and Other Ports

Bali (I Gusti Ngurah Rai, DPS): show your All Indonesia QR code at immigration and customs, along with your passport and visa. Have the Love Bali voucher ready too.

Jakarta (Soekarno-Hatta, CGK): the same QR code applies. Soekarno-Hatta also has a corridor gate linked to All Indonesia for automated biometric checks, aimed at priority passengers such as elderly and wheelchair users.

Batam, Bintan and other ferry ports: ferry passengers from Singapore and Malaysia file the same form, choosing sea transport and entering the vessel details. Batam’s international seaport was one of the first four entry points where the declaration became mandatory in September 2025. If you are starting your trip in Singapore, see our Singapore Arrival Card guide as well.

Other entry points: since October 1, 2025, the same form applies at every international airport and seaport.

Children and Families

Children and infants must be declared too. One adult can file for family members or a group on the same flight, entering shared trip and accommodation details once and adding each person’s passport and health information. Each traveler receives their own QR code, so save every code, not just yours.

What If You Make a Mistake?

There is no clearly documented edit function for a submitted declaration. If you entered a wrong passport number, name or arrival date, the safest fix is to submit a fresh declaration with correct details and use the new QR code. The same applies if your flight changes to a different day.

Check the review screen carefully before you submit.

Avoid Scam Sites: Use Only the Official Website

Search results include agency sites that look official and charge “processing” fees. The Japanese consulate in Medan has warned travelers about fake sites and high proxy fees.

The only official sources are:

  • Website: allindonesia.imigrasi.go.id
  • App: “All Indonesia” published by Direktorat Jenderal Imigrasi on Google Play and the App Store
  • For visas: evisa.imigrasi.go.id
  • For the Bali levy: lovebali.baliprov.go.id

Indonesian government sites end in .go.id. If a site asks for card details just to file the arrival card, close it.

All Indonesia Arrival Card Frequently Asked Questions

Is the All Indonesia Arrival Card mandatory?

Yes. Since October 1, 2025, every international arrival at an Indonesian airport or seaport must submit it, including Indonesian citizens.

How early can I fill out the Indonesia arrival card?

Up to 3 days before your arrival date. Earlier submissions are not accepted.

Is there a separate Bali arrival card?

No. Bali uses the national All Indonesia form. The only Bali-specific requirement is the IDR 150,000 Love Bali tourist levy, paid separately.

Does the arrival card replace my visa or e-VOA?

No. It is a declaration, not an entry permit. You still need visa exemption, an e-VOA, a VOA or another valid visa.

Can I fill it in for my whole family?

Yes. One person can add companions on the same trip, and each traveler, including children, gets an individual QR code.

Do I need an onward ticket to enter Indonesia?

VOA and e-VOA conditions require a ticket out of Indonesia, and airlines often check before boarding. Have a return or onward booking ready.

Other Arrival Cards You May Need

Final Word

The All Indonesia Arrival Card is simple once you know the rules: file it free on the official site or app within 3 days of arrival, enter your details exactly as in your passport, and keep the QR code handy for each traveler. Then sort out the parts it does not cover: your visa or e-VOA, the Love Bali levy if you are heading to Bali, and proof that you will leave Indonesia.

If your exit plans are still open, you can get an onward ticket in minutes and fly to Indonesia with every document check covered.
